Some North East states require visitors from outside the state to carry a permit. Rules, fees and websites change, so always confirm on the official state government portal before you travel. This guide only explains the basics.
Where a permit is usually needed
- Arunachal Pradesh: an Inner Line Permit for Indian citizens from other states; foreign visitors need a Protected Area Permit for some areas.
- Mizoram: an Inner Line Permit for visitors from outside the state.
- Nagaland: an Inner Line Permit for Indian visitors from outside the state.
- Manipur: an Inner Line Permit for Indian visitors from outside the state.
- Sikkim: no ILP for most of the state, but special permits are needed for restricted areas such as Nathula and parts of North Sikkim.
Assam and Meghalaya do not require an ILP for tourists.
How to apply
- Use the official online portal of the state government, where one exists, or apply at designated offices or entry checkpoints.
- Keep a government photo ID and a passport-size photo ready.
- Carry printed or saved copies of the permit throughout your trip.

- Beware of unofficial websites that charge extra. Use the government site.
- Ask your hotel or homestay whether they can help. Many hosts do.
- For Tawang, plan the route via Tezpur, Bomdila and Dirang.
